Ainsi que nous vous l'indiquions dans un précent article, le Conseil Social du Mouvement Sportif (COSMOS) a réuni le 30 mai, sous le haut patronage du Ministère des sports, une trentaine d’organisations venues défendre et promouvoir le dialogue social à l’échelle européenne dans le secteur du sport.

A l’issue de ce « side event », organisé en marge de la réunion informelle des ministres des sports de l’Union Européenne, les participants se sont accordés sur l’apport essentiel du dialogue social dans la construction et la structuration d’un marché de l’emploi sportif de plus 1.7 million de personnes lui-même garant du développement économique du secteur.

En vue de favoriser le développement du dialogue social européen, ces derniers considèrent nécessaire :

D’identifier les acteurs nationaux afin de promouvoir le dialogue social dans chacun des pays membres de l’Union Européenne,
De raisonner à partir de données fiables et partagées en particulier relatives aux statistiques sur l’emploi sportif.
De privilégier une approche globale du secteur du sport regroupant le sport associatif, professionnel et commercial.
De travailler en étroite collaboration avec la Commission Européenne et de consolider les liens avec les organisations sportives nationales et internationales.

Par ailleurs, en prenant en compte les principes de spécificité sportive et de subsidiarité, les participants considèrent prioritaires les actions ou projets visant à :

Favoriser la mobilité des travailleurs au sein de l’Union européenne, notamment en travaillant sur des standards minimum d’emploi ou en favorisant les concordances entres les différentes certifications européennes ;
Renforcer l’employabilité des professionnels du secteur sportif par des dispositifs de formation et de certification performants, en rapport avec une offre d’emploi maitrisée ;
Favoriser l’égalité hommes-femmes par tous les moyens possibles.

Enfin, ils considèrent indispensable que les Etats membres de l’Union Européenne apportent leur soutien à la promotion et au développement du dialogue social dans le secteur du sport et favorisent l’émergence du dialogue social au niveau national dans les pays où il n’est pas encore instauré.

OUTCOMES SIDE EVENT

« MAJOR INTERNATIONAL SPORTING EVENTS: AN ISSUE FOR EMPLOYMENT AND EUROPEAN SOCIAL DIALOGUE »

30^th MAY 2018, STADE DE FRANCE, PARIS

The Social Council of the Sport Movement (COSMOS) gathered so far, under the high patronage of the French Ministry of Sport, around thirty organisations which have come to defend and promote European social dialogue in the sport sector.

At the end of this “Side Event”, organized outside the informal meeting of the European Union Ministers of Sport, the participants have agreed on the essential input of social dialogue in the construction and structuration of a job market in sport with over 1.7 million people. Social dialogue can contribute to the advancement of the economic development of the sector.

In order to advance the development of European social dialogue, they consider it necessary:

To identify the national stakeholders to promote social dialogue in each Member States of the European Union;
To reason from reliable and shared data, related to statistics on sport employment;
To favour a global approach of the sport sector gathering the not-for-profit, professional and commercial sport;
To work in close cooperation with the European Commission, and to strengthen the bonds and relationships with national and international sport organisations.

Furthermore, participants agree that the specificity of the sport sector and subsidiarity principles require all actions or projects a priority where the aim is to:

Facilitate the workers’ movement in the European Union, by working on minimum standards of employment or by encouraging the consistency and transferability between the different European qualifications;
Reinforce the employability of the workers by efficient training measures and qualifications, related to a potential job offers;
Favour the gender equality by all possible means.

Finally, they consider it essential that the Member States of the European Union bring their support to the promotion and development of social dialogue in the sport sector and stimulate the emergence of social dialogue at national level in the countries where it is not established yet.

More than 30 participants gathered on 30th of May in Paris, representing European, national and international bodies and organisations (European Commission, EASE, UNI-EUROPA, EOSE, EU Athletes, World Players Association, ENOS, Ministry of Sport, Paris 2024 Organising Committee, CNOSF, WOS, Arbeitgivaralliansen, Finnish association of sport employers, sport federations, national trade unions).
